Lava is under the ground. It's under a lot of pressure. It moves upwards through channels, kind of like volcanoes. In this case it cooled down and solidified before it erupted. It was harder than the surrounding rock. Over time the softer rock eroded away, leaving behind the plug of lava rock.

Hexagons are not special to plants. They're also found in bee hives and other naturally forming materials.

It's got nothing to do biology but math. Hexagons are the polygons with the most interior space and the least surface area, that can be packed together without leaving gaps. When lava cools evenly it contracts, and as it contracts it gets brittle and undergoes stress, and if it works right, it will cleave into these regular hexagons. Sometimes it cools unevenly and you get pentagons or heptagons, both of which are present on Devil's Tower.

There are places in Hawaii's lava fields where you can go and observe this happening in real time.

It pours over the surface and different thicknesses, exposed to the wind, rain, terrane. You can literally watch it cool unevenly.

And there were scientists there at the time that literally watched them form over hours of cooling.

Of course it does, you're still failing to understand how it works. Lava is at or close to the surface. It begins to cool and harden. Unlike water ice, lava contracts when it cools, so it has to form cracks. If it cools evenly, the cracks form regular hexagons, again that's math. As the lava continues to cool, the cracks propagate downwards, perpendicular to the cooling surface. There's your lateral formation.
