It takes roughly 3 days to carry humans to the moon, so short trips are cheaper than setting up a base there. Going to Mars can take up to 300 days, so it's not very cost effective to take short trips. In this case, there is a valid reason to set up a long-term base there, so people can stay there for longer periods of time, thus reducing the number of journeys between Earth and Mars, the cost of fuel, etc.

You can't see the landing sites from earth bound telescopes. In fact the only telescope that can see them is on an orbiter probe going around the moon.

There are lasers that can spot the reflectors left on the moon, though those require pretty specialist equipment.

What's the longest duration we've spent actually on the surface of the moon?

What's the shortest amount of time a building of suitable size can be built - even here on Earth?

Something tells me these answers will be wildly different. And that's just for building the place, I'm not talking about getting it running, getting it stocked, and dealing with issues that come from day-to-day living.

This was during the coldwar, in the public eye the U.S. and Russia were "not talking" to each other in any way.

Truth is that both Russia and the U.S. were interested in whatever was on that rock.

More than 5 Apollo missions had the assist from Russia to salvage and recover any and all "Alien" tech or other items of interest.

During Apollo 8-16 the U.S. basically took ownership and from then on it has been tanked with weaponry and hidden under a mirage to keep whatever is that they have going on up there out of everyones vision.

There had been a bureaucratic decision to rename Apollo 1 as Apollo 4 after the fire, because there had been previous tests of the Saturn V rocket, but the name didn't stick and it's remembered as Apollo 1.

The next two flights Apollo 5 (2) and Apollo 6 (3) were cancelled.

The first actual Apollo mission to succeed was the one after Apollo 1. It was Apollo 7. If only rockets could be fueled with bureaucracy.

Apollos 7, 8, and 9 only flew in Earth orbit, testing various things like docking procedures.

Apollo 10 circled the moon and looked at the surface.

11 and 12 landed on the moon.

13 had a malfunction and had to abort the moon landing.

14, 15, 16, and 17 landed. 18 and 19 were cancelled due to budgets and public non-interest.
