Snowden put out a message signaling to people he had spoken with before on certain topics, presumably others inside the intelligence community who hope to be whistleblowers but were biding their time.
He sent out a hash, then deleted it as well. Its probably a hash to verify the integrity of an insurance file he distributed, or something along those lines.
