Clowns are objectively scary, period. Even before It and Poltergeist, clowns were always creepy. But before I ask why are they so creepy, i should ask first: What is their appeal? I've never looked at a clown, even as a youngster and thought:"Ha ha. What a silly looking person, with the makeup and big colorful clothing, that sure is funny." It seems as if clowns lurk in some spiritual zone between death and laughter, and they glean emotional energy from children and the young at heart.

My brother is scared shitless of clowns. That fear probably started back when he went to an amusement park as a toddler. It's weirded me out because I was never afraid of clowns, but I've tried thinking from his perspective as a kid, and I think I've figured out why clowns could be so creepy for other people.

Clowns are not objectively scary. The only objective fear is falling and drowning. But clowns can be considered to sit somewhere in uncanny valley, as well as anything that immitates the human visage but hides actual facial features. As someone said, its all about non verbal communication. Ofcourse, being scared (like actual terror) is completely objective. But the fact that they can be unsettling (this is more so for masks or realistic dolls) is that we can detect that there is a human face, but we cannot detect the visual language the face should be giving off. The act of this doesn't scare us because it presents no threats, however we cannot confirm that it is not a threat, so our minds sort of stagnate between fear and not fear, hence the unsettling uncanny valley.
P. S: i'd imagine specifically for clowns this effect works greater at a distance than it does close up, or in distorted photos. The effect of the clown loses alot of potency when the emotions of the actual face are obviously detectable. I've heard that a major reason for clown make up was to make sad drunk people look humerous and happy, so those sort of clones, who had a big enforced smile on their face, with an actual face of existential dread, are gonna be alot creepier than some happy go lucky chick with rosy cheeks and a red nose.
