The building is called O'Steele Shoe Factory. It was a massive factory and the whole area of the map used to be all buildings, but ever since about 2004, only 3 or so buildings are standing, including the main one. To this day, the buildings are all still there. Ever since they last knocked down the more aged buildings in 2004, it's pretty much just been a place for homelessness and graffiti.

So it's implied that these are their personal hard drives. I actually own that exact same hard drive, it's the Toshiba Canvio Connect II Portable Hard Drive, Red. Product code being HDTC810XR3A1 (for the 1TB model)

Well it's funny, because these hard drives weren't being sold until 2015. Check product listings on google with the product code, you don't get any results for that specific model until mid 2015 (which is also around when I bought mine.) So unless your brother and his friend were time travelers, I really doubt these were their hard drives.
