Western astrology is based on the seasons and not the the positions of stars. The divisions of the zodiac were only named after the constellations, so their position changing in the sky is irrelevant.

Then why are the attributes of the respective symbols (zodiacal signs) used to describe the attributes of the person born within that sign?
For a person born on April 1, why are attributes of "The Ram" used to describe them at all?
Also, if Astrology uses attributes related simply to the seasons, are these attributes reversed in the Southern Hemisphere? If not, why not?

i don't know what astrology is like in the southern hemisphere, but imo it should be reversed. in fact western astrology probably only works if you were born in the u.s. (which makes sense considering how many systems there are). it doesn't help that you can find zodiac signs and their attributes almost anywhere. i think some people act out their sign for various reasons but i'm too tired to discuss at length right now.
