As someone who writes hypothetically about just that idea, there's a really good reason for that. The Fuegians weren't particuarly accomplished boaters, despite living their lives in canoes- they never even made it to the Falklands. If they had, we'd probably be calling it the Malvinas today.

If you can't manage to sail to the Falklands, you're sure as shit not going to hit the Peninsula; the waters of the Drake Passage are some of the fastest-moving and roughest in the ocean. A far cry from the channels and fjords of Tierra del Fuego. Even if they could, they'd probably stop on one of the several islands along the way.

But, even if they do make it to the Peninsula... then what? "Tierra del Fuego" literally means "The Land of Fire". It's so cold and shitty that the natives have (or had, rather- all Fuegian natives are extinct) bonfires burning 24/7. There are no trees to burn on the Peninsula. It may be, MAY BE possible to use bundles of sea weed and rendered fat to make fires, but the Fuegians don't have that technology at hand.

Antarctica, even the Peninsula, is functionally impossible to live on for three fourths of the year. It's a fun idea, but Antarctic Aborigines are just impossible.
