If you are not roleplaying (Please don't be roleplaying), You seem to have stumbled upon a doppelganger. I first heard about this phenomenon on Coast to Coast AM, I don't remember the episode but it was very informative. (if anyone knows what I'm talking about, please post it)

Anyway, no one is quite sure what this is. Whether it's a glance at another dimension in which your mother was actually there, a spirit masquerading as your mother for... Purposes, or something else.

most likely an issue with your own personal perception ... a hallucination. is it possible you were dozing off(keep in mind that some people will not even realize that they're in an altered state to begin with)? or have you been lacking in sleep lately(get insomniac enough and your brain will decide you're dreaming despite feeling/seemingly being awake; brainwaves will actually even fluctuate according to your REM cycle)?

otherwise perhaps mom forgot something, came home to grab it and she herself was acting a bit zonked out....? anxiety can slow down time, perhaps it was not a full 10 seconds but much less... as for what caused the anxiety in the first place, who knows, brains are strange... a lot of people especially on here don't seem to recognize symptoms of panic when they experience them, for instance all the stories where "everything suddenly (gets) quiet and still" ... I know it seems to be something physical happening but it's not(took me almost 3 years to finally realize that all these very physical symptoms I was having were actually stemming from anxiety and panic... I constantly denied dr's diagnosis', told them they were wrong, got countless 2nd 3rd 4th 5th etc opinions ... all symptoms left when I started treating it as anxiety/panic... kind of off topic but for real, people don't realize the full capabilities of our minds and how little we actually know about how deeply it effects the world around us).

Well to be fair, he came to the paranormal board to ask people who are into the paranormal about his potentially paranormal experience. He's looking for a paranormal explanation. If this was some sort of medical board, yeah then I'd tell him he's hallucinating based on maybe something that is a part of his life, maybe drugs, maybe a mental illness, who knows!
