This makes sense following the current leading theory that the moon is jus a big chunk of the earth flung into space by an impact.

We aren't mining on the moon yet because it isn't financially feasible yet, with the private sector driving innovation that's going to probably change over the next few years. There really is no reason to want to go back at least in a countries mind. The space race was fueled by a dick measuring contest not a scientific pursuit. Trying to gather funding for massively expensive projects like space exploration is hard to do it's why NASA has the bare minimum funding. It just doesn't provide immediate benefits like other cheaper things. Again the private sector will probably change this because they are driven by a financial longterm goal.
