it was a standard in "unsettling pictures" threads on /x/ for a long time. someone from /b/ or /pol/ or something got a hold of it and memed it all over the place around the same time hiro put up the "it's getting cold, isn't it?" message and the two became loosely associated. apparently it's a police sketch that someone messed with the contrast on.

It was an awful sketch of a suspect that these tards forced into a "meme"

Apparently from what I know his nickname was "Lucifer".
This is just a shitty unsettling sketch, but the story behind it is that lucifer killed and raped over 100 people for satanistic rituals [spoiler]AND THEN A SKELETON POPPED OUT[/spoiler]

Basically, it was a police sketch of some criminal from like 2011. It was made into a forced meme on 4chan by the gook not so long ago. It went with this "It's getting cold, isn't it?" since conspiracy fags from /pol/ invaded us.
