I can only guess though it seems the snake represents infinity and the blue eye could represent basically some kind of "sight" whether that be foresight or sixth sense I do not know. With the flames at the tail it appears to be a phoenix which is a mythical bird that burns up when it dies and is reborn. So basically all in all this should be a symbol of infinite life, "sight" and rebirth.
