It was in Yugoslavia. Utilities were paid by the state until the 90s, then when it broke from the ussr there were property disputes which disallowed anyone from entering the apartment. Not exactly. If your rent and utilities are being paid and you don't work and you don't have anyone to report you missing then the cops aren't allowed to bust down the door until there is a smell or a ton of bugs. Yeah, it would get taken care of quicker in most American cities, but because of the smell and bugs, not because she hasn't come out of her apartment or responded to knocks. If you're not a missing person or a criminal the cops don't have the right to enter your home just because you don't answer the door.

Who was paying the bills for over 40 years though? Also, that's BS, they can enter your home if they deem it a safety concern. The building owner could allow it with nothing but a 24 hour notice on the door, and right away if they decided there was a reason to go in that posed a threat to the property in question. Also, in America apartments are typically subject to annual inspections to make sure the property isn't being destroyed.

TL/DR: The cops can enter your home
