According to the "time Traveller" John Titor, he said that Russia would Nuke the US when world war 3 starts in 2015, this year.

He nailed his prediction of North Korea treathening the US with nukes, and that happend in 2013, his predictions where made long before that year, so yeah, we better have what he said up in mind anyways, so there's a chance that it COULD happend.

Even if they were to gain access to such weapons the worlds nuclear defense systems are so high tech in the modern age that they wouldnt be able to hit anything major, to use the weapon at all they would pretty much have to drive it into wherever they wanted to attack.

You'd need many more than one such weapon to do any kind of damage.
Even then, it'd be much easier to just bomb the targets. Remember, EM fields fall of like 1/r^2, so an EMP weapon needs to be situated very close to a target to actually damage it. Larger EMPs, like any bomb, will pump a lot of energy into the atmosphere, wasting it. Many smaller bombs would be more efficient.
If you were going to disable all of a country's electronic equipment, you'd need to send a lot of planes all over the place, and if you're able to do that, you might as well bomb the shit out of them - especially since the areas you'd want to EMP the most would be military targets.

Using nukes isn't profitable, same reason HAARP hasn't been used offensively (yet (that we know of)). WW3 will be traditional warfare with USA/Israel/most of Europe fighting muslim countries (Iran) and nations that side with them, like China and Russia.
