Guys my cpu is really messed up and I dont know why.
Opening up a new chrome tab makes my computer lag like no tomorrow (can hardly move cursor across screen), and most of my online games lag too on startup. after they start running they seem to be fine, but using chrome in my second monitor just kills my performance.
I've got avast antivirus and full scans show that everything on my pc is okay.
I don't have a million background processes running either -- really its just my AV software
Should i just reformat? Where's the best place to get a fresh activated win 10 install for a boot drive?

so... have you confirmed it's the CPU maxing out with the Performance tab in the Task Manger?
from my experience the browser maxing out CPU is more of a problem with graphics and the draw engine. the whole second monitor business also points into that direction. i've only seen that before when i didn't have a dedicated graphics card and the CPU had to do some rendering as well.

Cpu spikes to about 60% usage, almost entirely because of 'Service Host: Network Services' while my memory spikes and dips due to 'System and compressed memory'
Since this is a self built computer is it possible something came loose or something? Maybe some malware my antivirus didnt pick up or busted drivers?
Windows 10 is the problem. it by default has a bunch of CPU intensive spying/windows update shit in it. Install Win7 or GNU/Linux
