Can someone make something like this for hideki Anno? I'll

It's pretty easy, just get a copy of paint.net, put Anno on a new layer and erase the area around his face, then just move the remaining face.

If you want to do it the better way and learn valuable and easy image editing, pirate photoshop, put Anno on a new layer and use the pen tool to draw an area around his head. Then at the top, select 'mask' and just reposition him to your liking with Ctrl + T. Press enter when done.

Oh, and make sure to put the image you want to put his face on (I'm assuming your OP image) on a layer below the one with Anno's face on it.
