All of the PS1+SNES era Final Fantasy games are on Steam, but 9 is the only one with a built-in way to disable all random encounters from the start (I do NOT count Diabolos in 8 or menuing in 5/6).

Your request is tricky because you want RPGs of an older style, but without one of the central features of old RPGs. Also, I'm not sure if you want that graphically too - KOTOR 1 and 2 are good choices, except that obviously they don't look like anything you'd play on DS. Maybe you can just name a few titles?
