How do I make these images? I've seen plenty of them on futaba with the exact same lines so I was thinking they got a png that they just put on top of the picture.

Yes, it's a picture put in an own layer on top of the other pic and then merged. Google for manga or comic speedlines for some examples.

It's not correct to call them speedlines for character emphasis, but I don't remember the correct term.
