So I want to play minecraft and Starcraft II but the only way to do so without lagging is to get a graphics card (have all the other requirements good ram, good processor, etc).
What is the cheapest graphics card I can get to meet those requirements?

GT 1030 is designed for starcraft.
There's also RX550, which is better performing, sometimes cheaper, and uses more power.

You can also try looking for a 730, but until 10x0, all cheap graphics cards have been shit.
Your other other option is to put something stupid like a 670 in it. These cards are cheap (because they're obsolete), offer entry-level performance (comparable to a new 1050), but use nearly 200W doing it.

You could try gumtree/craiglist/classified for an old GTX 750Ti/660/Radeon HD 7850, they're still very capable card, and can be gotten for cheap. My local LAN cafe was selling their stocks of GTX 660 for 30 each a few weeks ago when they upgraded to 1050.
Downside, as >>377957 said is that those are old flagship cards, and they run at flagship power requirement. If you don't have a beefy PSU you might not be able to power it.
