can the university IT admin track whatever i am downloading using IRC/ XDCC?
Using the DCC protocol is relatively obvious (and could be blocked easily) and afaik XDCC is not encrypted, so yes, they could see everything you see unless you use a VPN.

weird. XDCC downloading runs completely fine tho. I think my uni only blocks torrent seeds/ p2ps since it doesnt connect to peers whenever I try to download using my bit-torrent

Well, that's fairly understandable. Torrent has you *up*loading shit and broadcasting the university's IP address to a public swarm where rightsholders can see it and go complain to (or sue) the university. XDCC in contrast has you *down*loading shit from a p2p connection, so only whoever runs the XDCC server sees your IP and I doubt he'll go and sue the university for piracy...
