What settings do I use in Photoshop in order to create an image

What settings do I use in Photoshop in order to create an image like this? The original image had colour and detail to it and I want to be able to create manga like edits from anime art.

I use GIMP, but I suspect the process is fairly similiar in PS.

1) Desaturate using luminosity values to get a grayscale version with decent contrast.
2) Play with the levels a bit: black point way up, white point way down and adjust the gamma value inbetween until it looks good.
