I'm making a game. I'm making it by myself but do not want to draw the art for it.
If I rip off other people's art and random images off gimg, but do not sell or publicize the game, am I still liable for it?

No. For strictly personal use, there's no problem. But as soon as you share your work with others it could be an issue. Not worth suing over, but still.
If it's just a personal game and you're not going to publish it anywhere then it doesn't matter, nobody's going to hunt you down over using freely provided images in a pet project. But if you plan on hosting or uploading it somewhere then you should at the very least check with the artists to see if they're okay with it. Even if they uploaded their images for free use, you should do them the courtesy of asking and credit them in your game.

But why not just make a game with icons and sprites instead of art? It's alot easier, and you can icon some pretty cool shit. That's what I'm doing.

If you distribute the game with other peoples' copyrighted work inside it then it is still illegal copyright violation, even if it's free. Same idea as offering free downloads of a movie on your website.
Of course people aren't really going to *care* as much about art as about movies or music, especially if it's just some unknown literallywho game, so although it'll be blatantly illegal you prooobably won't get sued unless you get really popular.
