You have to encode it as vp8. It's not hard to understand.

3MB webm limit on all boards except /wsg/ which is 4MB. Maybe some others allow 4MB too, I don't care.
If it's just a still image with audio drop the framerate to like 5 in the advanced tab and you'll cut the size down a ton.

For people willing to use the actual tool directly:

ffmpeg -ss BEGIN -t LENGTH -i SOUND-FILE -i IMAGE-FILE -metadata title='THE-TITLE' -acodec libvorbis -vcodec vp8 OUTPUT.webm

The above will make a video LENGTH long beginning at BEGIN of the file SOUND-FILE shwing IMAGE-FILE, THE-TITLE will be this videos title in the metadata and OUTPUT.webm will be the resulting file.

ALLCAPS are things you provide the rest should be copied as is.

`-acodec libvorbis -vcodec vp8' are the codecs that 4chan accepts, so you absolutely need to keep those.

Here is an example of how it works:

ffmpeg -ss 16 -t 4 -i "~/Downloads/【CHIMAME CHRONICLE】チマメクロニクルで召喚してみた-tFehukX4FBI.opus" -i "~/Downloads/Cafe-late.jpg" -metadata title="【CHIMAME CHRONICLE】チマメクロニクルで召喚してみた - afe late, cafe mocha, cappucino!" -acodec libvorbis -vcodec vp8 "cafe-late.webm"
