I forgot my laptop's charger and I have another one where I'm out that has an output of 19.5V. The laptop for my charger is 19V. Is it safe?

19.5 vs 19 is a small enough difference to not matter, as long as the current rating is roughly the same. if the current rating on the charger is higher tho theres a chance it can get really hot during charging

I'm at my aunt's house and she works as a computer technician and she said not to do it.

plug it in anyway, and when it doesn't explode, you can cross your arms and give her that look.

The laptop will regulate the voltage down to 19v, you could probably charge it with 30v for a few minutes til the regulator overheats, You're completely safe OP.

This is bullcrap: it's the load that determines how much current you get.

If that weren't the case, then the 70,000A mains supply would immediately vaporise all your devices and set your wiring on fire.

All the current rating on the charger conveys is that if you don't draw more than the current rating, the charger won't go on fire and will regulate the voltage correctly. You could charge your laptop off a 5A charger or a 500A charger and it wouldn't make any difference.

Yeah, this. Laptops do not use the incoming voltage directly, and have their own built-in power supply. Power supplies aren't 100% efficient, so a percentage of the difference between the voltage the laptop wants and the voltage the laptop gets will be converted to heat that needs to be removed from the supply somehow. Laptops tend to want 5V, so going from 19V to 19.5V is running the internal regulator ((19.5-5)/(19-5))-1) = 3% harder. Which is not worth worrying about,
