My CPU is hitting 100% load on all my games. Even shit like CS:GO isn't getting any higher than 30 fps. All my temps are fine and my GPU isn't hitting super low or high numbers. I was playing stuff like the Witcher 3 and Battlefield 1 just the other day and getting a smooth 60 fps on high-max settings with no bottlenecking.

Specs:
gtx 1060 6gb
i5 4690k
8gb ram
1TB hardrive

Sounds like it could be a number of things, did you do anything in the past few days that might have caused this? Like driver update or windows update or anything? Try launching a game, going into resource monitor, sort it by apps taking the most CPU and post a screenshot.
