Sounds like somebody just built it?

Likely custom built. CPU is old, ram is old, GPU is meh, drive is likely meh.
Probably not worth it over buying and building your own. But its somewhat of a fair price.

ask for specific parts and brand names, maybe pictures of the inside and do some googling for the prices. Add ~$100 to the total for shipping and building and if it's about the same price its worth it

Since you're looking for a gaming config, here are some tips:
At minimum, you'll want 4gb of RAM. 8GB is even better. Also, while ddr3 is decent, try shooting for ddr4
For graphics, don't accept anything worse than a 1050 or 1050 ti. Anything worse than those two graphics cards won't be able to play a good variety of games. If you're lucky, you might even be able to find a build with a 1060.
Storage wise, anything from 500gb to 1tb is fine.
Always look for newer CPUs. AMD "Ryzen" and Intel "Skylake" or "Broadwell" processors are a decent choice. Try to shoot for a 4 core processor with 3.5 or more "ghz" as most people call them.
Hope this helped! :)

I wouldn't pay more than 300 for a junker like that
