40k is not a cost effective hobby. That's the bottom line

That's pretty-much the only way to do it: everything is expensive, you need a huge amount of shit just to get started, and stepping into someone else's shoes is the only real way to avoid the cost.

part of me has always thrown around the idea of just making an army out of paper and downloading rulebooks

40k has always used true line-of-sight, so you need to play with actual models. This is probably a scheme to sell more models, but if you're playing with cuboids and cylinders, you're playing some similar but different game.

Get Tabletop Simulator on Steam. There's a lot of fan support for playing WH40k on it.
