I'm new to torrenting and would like to know some good torrenting sites to watch stuff like breaking bad.
Also how necessary is vpn and is it possible for me to get fined or jailed by the government when torrenting?

Seeding will get you caught, but it's also common courtesy. If you can, invest in a VPN and seed, but if you don't have the extra money or are otherwise unable to, look up how to limit your seed ratio to 0. qBittorrent is a good lightweight client that isn't ad supported like Bittorrent/uTorrent are now, and is more feature rich.
