I'm asking specifically about 'maximum size total constraints'. Is it something like the sum of maximal size constraints or what? The relation between words in this phrase is a bit vague to me.
The package is bigger than it is allowed to be.
There are constraints on the total size for a package, and it exceeds them.
That sentence is pretty fucking awkward sounding even to a native English speaker though.

If it still matters, here's my take:
length+2*width+2*height >419
You need to make that less than 419. You can reduce 1, 2 or all 3 of those variables it does not matter which, just make you package smaller.
