In how far? A real effective "lock" usually means encrypting it.
All other methods like simply blocking from accessing are not really secure but might be enough to keep curious relatives too dumb to stick a live-USB in out of it.
So what exactly are the circumstances?

- Take the windows 10 free update
- Sign in with a Microsoft Account
- Turn on Device Encryption
- Voila, all your files are encrypted and no-one but you can access them. You can delete the recovery key from OneDrive, but this is a retarded thing to do.
- If other people want to use your computer, let them use a guest account or their own Microsoft Account
- If you want to be able to use your computer in the presence of other people without them seeing your porn, create a second account for your porn
