What does 'outdoor access' mean, as in this sentence:

As far as I understand, this is just something like an entrance/exit?

Sounds like it. Sounds limited to being in relation to a building and areas immediately adjacent to it.
Not like a tennis court, or a sitdown area.
I guess it's important because in order for people to be able to get in to the building they need to be able to see where the doors are/where to park.
I'm sure sidewalks to to building would also be an example.

It's not "[outdoor access] lighting", it's "outdoor [access lighting]", i.e. lighting that helps you get somewhere you want to go.
Because it's outdoors, it's not needed when the daystar is overhead.
