There's a certain subculture or aesthetic I'm trying to think of but can't place. It's related to whatever group of people Marilyn Manson dragged up, with those long platform boots and white contacts and occasionally corsets and such, but more specifically with vampire overtones in their dress and mannerisms, and they listen to electronic darkwave music in discotheques with flashing red and green lights and blacklights that accentuate their fake fangs. Is this a particular thing or is it just made up by hollywood whenever a film writer wants their cyber film to take a gothic spin?

Neither of those have anything to do with gothic fashion or vampires. It could be a cyberpunk subset of goth, but I can't find much of anything that indicates such a thing exists.

Vampire Freaks the website is still around. It was the MySpace for goths. Site had a few people into vampires. Marylin Manson has no connection its own thing. I think people like these were the inspiration for the movie Underworld.
Vampire subcultures have been around since the mid 90s in big cities like New York.
