This looks to be some guy's pet project for his own sake, not yours. It's just a catalog of what he has, and the contact is for whatever reason (maybe someone can help him add to his DB, maybe someone wants to collab, w/e)

Whatever his use case is, it's clearly not for you to download as you please. If contacting him doesn't work, he's either abandoned the project or doesn't want to share. However, I highly doubt he purchased all that himself, meaning it's all available from other sources or was at one time.
