Can you help someone who's shit with computers? I want to record a segment of an anime I have downloaded, and turn it into a .gif.
How can I do this?

You just use that anime file as the input, highlight the scene you want, and export it as .gif, webm, etc. Look up a tutorial for whatever software you pick

If you're gonna use Sony Vegas make sure the anime is not an mkv file or you'll have to convert it first.
You can also use vlc to record the part in the anime.
There should be some converters online that turn video files into gifs, just google.

I'm not on Ubuntu or Mac. I'm on Windows.
And I've mentioned, I'm computer illiterate. I'm using MPC-HC, and they are .mkv files.
I'd just Google, but I simply can't figure out what keywords to use to find what I want, I've looked around.
