iPhone hecked for good?
I have a relatively new iPhone 7.
It was nearly dead so i plugged it into the wall, no extension cord or anything.
I left it alone for like 10 minutes and came back to grab it. It was turning on and off, with the reboot screen with apple logo appearing every 4 seconds before shutting off and repeating the same process.
Plugged it into laptop, it doesn't show up on iTunes. It also doesn't do anything if I plug it in, unplug it, or hold the off button.

Leave it to charge overnight, ideally from an iPad charger.
Your battery is worn out, and the phone can't detect its charge properly and is exiting low-charge mode and trying to boot too early. Because the battery doesn't actually have the energy it says it does, the additional power needed to boot fully discharges the battery, and the phone shuts off.
All the attempts to boot waste power and slow the battery charging, prolonging the problem.
If you leave it connected to a charger, it will eventually charge and boot.
