I'm going to assume it's some kind of rendering error? It's happened to some of my own videos before too. I feel like an idiot for not knowing what the correct term for it is. does anyone know what it's called and how to prevent it?

It's important to understand that interlacing isn't just a perverse way of encoding progressive video. The field rate being twice the frame rate for a given pixelrate means you can represent motion much better, at the cost of resolution.

This is called a "blended frame". It's what you get when progressive video is converted to interlaced, then converted back wrong.

No, because PAL and NTSC are both interlaced, and by definition cannot have deinterlacing artefacts.
