What are the AMD or NVIDIA video cards that costs around 80 dollars and have around 20W of TDP (I'm not sure they exist) or very little TDP, with an HDMI port?

Either game with a 1050 (75W), or use your onboard graphics.

Yeah, good fucking luck.

Best bet if you want to save some money is a 750ti (60W) or like another anon suggested a 1050.

The smallest actuel models are the newly announced Nvidia GT 1030 (not out yet, perhaps with 35W TDP), and AMD Radeon RX 550 (TDP 50W, but it's only used during gaming).

That's the same for all graphics cards. The quoted TDP is a maximum, and you only see it when the card is working flat out.

If you have a discrete GPU and never play a game, you've wasted $80.

If all you need is more monitors, pick up an NVS for $10 off eBay.
