I have been trying for the past three hours to edit a photo on GIMP 2 because my Adobe Creative suite got too expensive, and I want to rip my eyes out now

Is anyone able to photoshop this image to look like an oil painting? Not painted onto a specific material, just something that looks oil painting-y

I tried cleaning it a bit because there is a lot of pixelation happening in your pic.

Do you have a higher res pic that I can run through the filter again?
