api-ms-win-crt-runtime-l1-1-0.dll is part of the Visual C Runtime environment. So yeah, either if you already got an older version you have to install the update

But to just use a bit Pyton you can also use repl.it and do it in your browser. Unless you do highly complex professional Python work that will be enough for you for a long time.
