Sometimes after an update to youtube you have to update the exe using -U command, but it usually downloads anything regardless of restrictions.

I don't even know enough to read what the documentation is telling me to do, I downloaded the exe for windows but when I open it it's just a black screen that shows up for a few seconds and then goes away.

Put the exe in a folder, open the folder and in the directory bar, where it shows the path of the folder, delete everything and type "cmd", then press enter.
A black window will open, now type "youtube-dl "link_of_your_video"
Then press enter, it should start to download the video

Yes. If you want to download it, it's probably easiest to use Pip.

It takes a proxy address as an argument. I just searched through a bunch of those shitty free proxy lists until I found a working Japanese proxy.
