A raster image is what you have on the OP, composed of pixels. Photographs and basically any other image is a raster image.
A vector is not made out of pixels, but paths. You can resize a vector and it will not lose quality.
Photoshop and GIMP for example are for raster images, Illustrator, Inkscape and Flash are for vectors

You can make vectors on gimp though.

Once you learn how to abuse vectors (or "paths", as they're referred to in the gimp's dialogs), things like templating and lineart and borders and shit become a breeze, and you can always export the paths into svgs to further manipulate with something like inkscape if you so need.
