Is it illegal to watch copyright material from streaming websites where you don't physically download anything? Like kisscartoon or even Dailymotion and YouTube? Like, I know the sites themselves would be in a shit hole if they were caught streaming something they don't have the licence to, but would I face legal trouble just for watching it?
I know it's unlikely, but is it still possible to get in legal trouble?

He's (badly) stating the argument that when you stream, the streamer is performing the work to you. Performing is an actual thing in copyright law, and it's not the same as copying.
This may well be a valid interpretation of copyright law, and actually is the case somewhere in Europe (I can't be fucked looking up which country). While it denies the physical reality of what is happening, law tends to be like that, and making law arguments based on technical details doesn't always work (see the NY company that let you rent your own personal TV antenna so you could watch TV on your mobile: they were technically (meaning actually-in-physical-reality) correct but the law found against them anyway).

What country are you in? In the U.S., copyright infringement isn't a criminal activity unless you're actively seeking to profit from it.
It's not something they can even pursue a civil case against unless you're redistributing it yourself.

You are downloading copyrighted video data, not saving it to disk doesn't matter unless it's CP and you getting vanned.
What sets streaming apart from regular P2P filesharing (including "streaming" torrents) is that you don't pass the downloaded data on to the next user. Meaning MAFIAA can't easily see you pirate. Your ISP can see you stream, but gains nothing from you getting sued to oblivion.
It's in a bit more of a "grey area" though still is yeah. I don't remember ever hearing about someone watching streaming video getting caught rather the person who uploaded it.
