Is there a way to upload notes from your iphone 5 without iCloud, or any third party software, the way I do with photos?

You could copy and paste them.
What's wrong with the simple and easy solution that's already there?

>>>/g/ is this way, my memester friend.
Apple's record on privacy speaks for itself. When you use iTunes to sync your phone's Notes with your Mac's Notes or your PC's Outlook, there is no way, no fucking way it's sending a copy to The Government so they can see what you had for breakfast.
Stop being a crackpot, and use the "third party software".

It's an option in iCloud settings

Dooooooo you have an actual point, or just some vague assertions?
I can think of only one phone manufacturer that locked itself out of its own customers' data, and then went on to defy the FBI when asked to break in for them.
And it's not Google.

I'll take that as a "no".
Put up or shut up.
