Please help. I'm trying to reinstall windows on old laptop, but no matter how many times I try installing even different versions, there is always this problem that network adapter is not installed. before reinstalling, it did work, but now I just can't fucking get it worked. What do I do?

Wifi network adapter, or wired network adapter?

Wifi network adapter, you need the manufacturer's "airplane mode"/"wireless switch" app, because USB wifi adapters (and minicards can be USB) disappear from the USB tree when airplane mode is on.

Are you sure the driver is the right one? check for the 32/64 bit version, maybe.
Otherwise I can't say. You can try with a live version of ubuntu to see if it works.
