What's the best, most reliable way to move an OS from a hdd to an ssd?

A new installation, even though that's certainly not what you had in mind.

It was in mind but there's certain files i wish to keep. I also don't want to go through the wait of reinstalling the OS and every program i use
Cloning worked pretty well for me. The target drive must be as large or larger than the cloned drive though, which is rarely the case when migrating to SSD.
If this suits you, I used Clonezilla mounted on a flash drive.

Couldnt you just partition the source drive to smaller than the target drive and clone only that partition??

I moved a load of shit from my C:\ and then cloned it when it was small enough. I used the free cloning software (data migration) from the Samsung site. Worked perfectly.
Clone the drive. The SSD doesn't need to be bigger than the hard drive, as long as it's big enough to hold everything that is being transferred to it. I used to do this all the time as a job. I used Macrium Reflect, and you need to make sure you have AHCI enabled on the old drive or it will not work.

Leave them both in and install Intel Rapid Storage or Primocache.
