How can I compress a 15GB video file?
I heard handbrake is good for that kind of stuff, but I've used it once before, but it didn't really work properly for me. I was probably using it wrong anyway.

try sony vegas rendering as .vmw 1080p or 720p if it is for yt.(vbr will give you the best quality but higher file size while cbr will give you decent quality with the lowest size)

Thanks!! I'll try that. The video I have is actually a movie. Ripped from blu-ray I think. Not going to upload it or anything. Only for personal viewing.
(~4GB or less is what I'm aiming for)

Don't listen to this guy, use handbrake and encode with x265. Also use lower bitrate, around 2000kbps is probably reasonable.

On handbrake, limit bitrate to 2500 (push it up or down depending on how much quality can you spare), I would consider enabling the 8x8 thnig the h.264 compression have
