My neighbor's dog literally barks all day. What's the best way to anonymously get my neighbor's dog to either be taken away from them or just stop barking. I feel like I could easily report my neighbor for neglect, but our county's animal control website makes you fill out your name, number etc. and again, I want to stay anonymous.

dude visited a new york dog pound with a recorder and recorded two hours of dogs frantically yelping. the dogs knew they were about to be gassed.
i've never managed to listen to more than five minutes of it.
