My PS4 is zoomed in only during games and I don't know how to fix it. The Display Area Settings on the PS4 does nothing. I think it's my TV. Changing the Aspect Ratio on my TV still makes it cut off, even when I change it so that there's huge black bars on the sides. Tasukete kudasai.
My TV model is LG 26LC7D. Do I need to get a new TV to fix this?

The problem is probably on your PS4 somewhere. Who ever heard of a TV that couldn't display HDMI?

My Panasonic TV is like this, but it's likely due to the fact I configured my PS4 for a different TV first and then later connected it to the Panasonic

Have you checked the options on your TV? Most TVs have an option to do different modes (Normal, Stretched, Zoom, Theater, etc)

Boot up in safe mode:
Hold the power button til it beeps once, then keep holding it for about ten seconds till it beeps two more times then it'll boot up in safe mode
