there's no option to drive them, so I'm confused

Just shove them in /roms/ like everything else you "legitimately back up from an arcade board you own".
Any decent rom manager will sort them out for you.

Do a scan and dump the missing or new roms on the windows and it fixes it for you.

Neogeo BIOS has seen significant churn in MAME, and there's a bunch of different versions. Other emulators need their own versions and layouts, and some even require bad dumps because they check (incorrect) checksums.
Also it's called "neogeo.zip", not "neo-geo.zip".
Make sure you have a MAME neogeo BIOS, and see what a rom manager has to say about its contents. Also make sure to use a dataset for the exact version of MAME you're using.
