For real though, it mostly depends on what your end goal is. If you're some chick who wants more likes to feel prettier add a bunch of dudes then post provocative photos.

If you're trying to market send mass requests out to people with similar interest in said market.

If you just want likes, more people = more likes
It's common sense really.
