My friend is in the market for a video editing program, but he does stuff like that really for a hobby and nothing more. What would be a good one to pick? Doesn't have to be high end but something workable at least.

He has his eye on Adobe Premiere Elements 14 due to a sale until the 4th but no idea if it's a good call or not.

the industry standard brand is Adobe. so you should recommend him the Adobe Creative Cloud more specifically Adobe After Effects for short movies (e.g. youtube videos) and Adobe Premiere Pro for long feature films. If he has a Mac then you should try Final Cut Pro X.
